Wrap Around?

Should you always take a wrap around the bar first? That is how I was taught before I came to the Academy, but I was then told that taking a wrap is not necessary in the middle of a bar/cloth, but may be used at the end to give it extra support and stop it slipping off. It may also be used to hold a cloth in front of a bar which is going to be in sight (as shown in diagram), but no one should see the top of a masking bar anyway...
